To install, open the zip folder that you downloaded and drag the toa-sanctuary-town folder into your VCMI mods folder C:\Users\USERNAME\Documents\My Games\vcmi\Mods. It will be maintained separately from the rest of Tears of Ashan.
Windows installation and compatibility notes
Keep a backup of your existing game directory and saved games. Check whether the files require the original Heroes III installation, ERA, WoG, VCMI or another specific project. These are not interchangeable, and a package intended for one framework may not work with another.
